Les importateurs de poissons et de volailles sont de nouveau contraint \u00e0 l\u2019achat d\u2019un quota de 10 % de produits locaux avant toute commande ou importation. Le Minist\u00e8re des Ressources Halieutiques, Animales et de la R\u00e9glementation de la Transhumance a pris un arr\u00eat\u00e9 en ce sens. L\u2019arr\u00eat\u00e9 fixe un quota minimum d\u2019achat de poissons, de viande de volaille et de produits d\u00e9riv\u00e9s locaux pour toute demande d\u2019autorisation d\u2019importation des m\u00eames produits surgel\u00e9s. Si cette mesure avait \u00e9t\u00e9 impos\u00e9e par l’inter-profession en 2021 au temps fort de la crise qui a secou\u00e9 le secteur.<\/p>\n

Un quota obligatoire pour soutenir la production locale<\/strong><\/p>\n

Conform\u00e9ment \u00e0 l\u2019Arr\u00eat\u00e9 N\u00b0 0014\/2025\/MRHART.CAB, toute entreprise qui souhaite importer du poisson, de la viande de volaille ou des produits d\u00e9riv\u00e9s devra d\u00e9sormais acheter une quantit\u00e9 minimale de ces produits aupr\u00e8s des producteurs locaux. Ce quota est fix\u00e9 \u00e0 10 % de la quantit\u00e9 totale vis\u00e9e par la demande d\u2019importation.
\nCette mesure vise \u00e0 renforcer l’\u00e9conomie locale en encourageant la consommation des produits nationaux et en soutenant les fili\u00e8res piscicole et avicole togolaises.<\/p>\n

En principe, il y a rien de nouveau sous le soleil puisque, le chef de l\u2019\u00c9tat est all\u00e9 plus loin en 2021 en sibventionnant les produits en souffrance dans les abattoirs des producteurs locaux.<\/p>\n

Un dispositif de contr\u00f4le renforc\u00e9<\/strong><\/p>\n

L\u2019arr\u00eat\u00e9 pr\u00e9voit que les re\u00e7us d\u2019achat des produits locaux devront \u00eatre contresign\u00e9s par les pr\u00e9sidents des conseils interprofessionnels des fili\u00e8res concern\u00e9es et annex\u00e9s aux demandes d\u2019autorisation d\u2019importation. En cas de non-respect de cette obligation, les contrevenants s\u2019exposeront \u00e0 des sanctions conform\u00e9ment aux textes en vigueur.<\/p>\n

Une application imm\u00e9diate<\/strong><\/p>\n

Il est mentionn\u00e9 dans cet arr\u00eat\u00e9 sign\u00e9 par le Ministre d’Etat, G\u00e9n\u00e9ral Damehame YARK, qu\u2019il prend effet d\u00e8s sa publication au Journal Officiel de la R\u00e9publique Togolaise.
\nCette initiative marque une avanc\u00e9e significative dans la r\u00e9gulation du march\u00e9 des produits halieutiques et avicoles, tout en garantissant un meilleur \u00e9quilibre entre importations et production locale.<\/p>\n

Rappelons que cette lutte contre l’importation anarchique a \u00e9t\u00e9 toujours sabot\u00e9e par les acteurs qui arrivent \u00e0 corrompre facilement les agents publics charg\u00e9s de l’application de cette norme, mieux l’ancien directeur de l’\u00e9levage et de la p\u00eache Dr Batawui fut un grand importateur ce qui rendait plus compliqu\u00e9 la lutte. Aujourd’hui, nous osons croire que la d\u00e9termination du ministre et de son \u00e9quipe, aur\u00e9ol\u00e9e du nouveau directeur de l’\u00e9levage et de la p\u00eache boosteront la lutte.<\/p>\n
