Et pour r\u00e9ussir son projet machiav\u00e9lique, il s\u2019attache les services de\u00a0\u00a0<\/em><\/i><i><em style=\"font-weight: inherit;\">D\u00e9lato Kokou Agbokp\u00e8,\u00a0le directeur des transports routiers et ferroviaires.<\/em><\/i><\/span><\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-style: inherit; font-weight: inherit;\">Tout a commenc\u00e9 par le d\u00e9cret N\u00b02017-082\/PR du 22 juin 2017 pris en conseil des ministres portant la p\u00e9riodicit\u00e9 des visites techniques de 6 mois \u00e0 un an. Cette d\u00e9cision appr\u00e9ci\u00e9e par les usagers de la route qui pensent avoir trouv\u00e9 une alternative pour se faire des \u00e9conomies, n&rsquo;\u00e9tait qu&rsquo;en r\u00e9alit\u00e9 un cadeau empoisonn\u00e9 et pour cause.<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-style: inherit; font-weight: inherit;\">\u00c0 la prime \u00e0 bord, ce d\u00e9cret met en danger les usagers de la route en modifiant la p\u00e9riodicit\u00e9 de la visite technique des engins pour conna\u00eetre leurs \u00e9tats et de les corriger pour une circulation rassurante. Secundo, la visite technique \u00e9tant payante, le changement de sa p\u00e9riodicit\u00e9\u00a0\u00a0constitue une \u00e9norme perte financi\u00e8re pour l&rsquo;\u00c9tat togolais. Tertio, la baisse des activit\u00e9s de la SOTOPLA engendra la r\u00e9duction du personnel. Pour preuve, 170 agents de la soci\u00e9t\u00e9 sont sous menace de cessation de travail.<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-style: inherit; font-weight: inherit;\">En r\u00e9alit\u00e9, les motifs conduisant \u00e0 la prise de ce d\u00e9cret font suite au bras de\u00a0 fer entre le ministre Gnofam, le directeur Agbokp\u00e8 et le Dr. Xavier Allado, directeur g\u00e9n\u00e9ral de la SOTOPLA.<\/span><\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-style: inherit; font-weight: inherit;\">Il s\u2019agit de l\u2019affaire d\u2019une enveloppe de 462.700.000 FCFA des op\u00e9rations foraines initi\u00e9e par la SOTOPLA pour l\u2019immatriculation des engins qui serait gard\u00e9e par le ministre Gnofam et le sieur Agbokp\u00e8 D\u00e9lato de la DTRF, o\u00f9 le Dr. Xavier Allado \u00e9tait sollicit\u00e9 pour couvrir les arri\u00e8res. Son p\u00e9ch\u00e9 serait, d\u2019avoir refus\u00e9 de jouer le jeu.
